CIRCULAR
To streamline the work of Zones, the following instructions are being issued and these instructions will not override the previous instructions, but will be adopted as additional guidelines for extending the services of the Department to general public in a better way. Every effort should be made to show transparency in working of the Department
- During the process of compounding of complaints/cases, it is being observed that the cases/prosecution booked against offenders are not being forwarded to HQ with utmost care by the Zonal Officers, as a result establishments which have no concern with the prosecution cases are being served the notices and this is creating avoidable embarrassment. All the inspectorate staff are hereby directed to see that they should book the cases only against the genuine offenders and maximum stress of inspection should be given on wholesalers / manufacturers and packers in the case of packaged commodities. Zonal co-ordination in this regard will be appreciated.
- To minimize and curb the activities of unscrupulous repairers/touts in the field of verification of weights and measures items, it is hereby ordered that the Repairer and his authorized worker should be issued identity slips giving their name and attested signatures (as per Performa enclosed) and each and every booking slip / memo being used by them must be recorded in the Zone as well as in the records of the repairer and send the list of such repairers to HQ. Zonal Officer of the concerned Zone will attest the signatures of the repairer or his authorized workers on the front page cover of the booking memo indicating the number of Book and date of attestation of signature. Records of all such memos must be got checked by the Inspector with the monthly reports being submitted by the Repairers. No further attestation is done in case of such repairers who failed to submit the monthly returns or whose records do not tally with reference to the booking memos attested.
- The stamping of the Electronic weighing machines should be done in such a way that the sealing wire could not be detached from the body of the Electronic machines in any way without tampering the seal. Putting the lead seal wire on the wheel or in loose will attract action against the Inspector concerned. For such Electronic weighing machines, where there is no provision for putting the lead seal wire, request/proposal seeking exemption from the same be put up so that the matter be decided in consultation with Govt. of India.
- For checking the weights & measures being in used in markets, each Inspector shall carry out the inspections of such establishments using weights at least twice in a week to check that the weights in use are accurate with reference to the test weights of Zones and the weights which do not conform to the standards should be seized. Inspectors should take the help of Manual Assistant in this regard. This has become necessary as the re- verification period of weights has been increased to two years and there are possibilities that due to extensive use the weights may have lost their accuracy.
- In the Zonal Labs, the manual assistants shall accept the weights, measures and weighing and measuring instruments for verification from the repairers or users and entry in gate pass registers of such items will be his responsibility. All ‘in-and-out’ movements of such items will be monitored by him. While accepting the items, he will also check and intimate the Inspector about non-standard items being presented for verification and will get such items seized immediately.
- Practice of entertaining applications of users for stamping of their weighing and measuring items through touts, if any, must be discontinued forthwith. Z.O. concerned shall ensure that the applications received directly from users for re-verification of their weighing instruments in zones entertained without interference of any tout. Acceptance of such applications in bulk shall be scanned.
- The activities of repairers be scanned regularly with reference to their records and monthly returns .The workshop of every repairer must be equipped with the appropriate test weights, weighing instruments and equipment and they must have skilled workers to execute the repairing/calibration work. Similarly, the zonal labs too must be equipped with appropriate verified test weights to be used for verification/stamping of weights and weighing instruments. For this purpose, test weights pooled in South/North-West Zone should be collected back.
- Instructions issued earlier regarding writing and issue of verification certificates should be followed with utmost sincerity. In each and every Verification Certificate, all columns should be duly filled-in, detailing full particulars of the items such as, make, model, capacity and class & number.
- In the matter of verification/stamping of electronic weighing machines through repairers, repairers should be asked to furnish a certificate in their booking memo that the machine has been calibrated and checked by him with his test weights and conforms to the standards.
- Punctuality should be adhered and for out-ward movements during office hours each and every staff in zone must mark his movement in the movement register to be maintained immediately.
- The stamping seals indicating quarter and year should be surrendered to HQ by all Zonal Officers & JMAs on 1st working day quarterly.
In case these instructions override the effects of previously issued directions, it should be brought to the notice of the undersigned, other wise strict compliance should be reported of these instructions.
